Sven Andrighetto and Charles Hudon scored to give the IceCaps (6-2-2) a 2-0 lead early in the second period.
Chris Conner responded for the Phantoms (3-5-0) at 9:11 of the second and then again 5:55 into the third to tie the game 2-2.
Zachary Fucale made 23 saves for Montreal's AHL affiliate as Anthony Stolarz turned away 23-of-26 shots for Philadelphia's farm club.
St. John's went 1 for 2 on the power play while Lehigh Valley scored once on four chances with the man advantage.
