NEW YORK - The St. Louis Rams are on the clock.

The Rams, who finished with the worst record in the NFL at 1-15, have the No. 1 overall pick in April's draft. It is the first time the Rams will have the No. 1 overall pick since 1997, when they traded up to take tackle Orlando Pace.

It's the first No. 1 overall pick the Rams have earned since taking Oregon State quarterback Terry Baker, the Heisman Trophy winner the previous season in 1963. Baker converted to a running back in the pros and lasted three seasons.

The Rams will be followed by the Detroit Lions and the Tampa Bay Buccaneers.

Washington, which fired coach Jim Zorn on Monday, Kansas City, Seattle, Cleveland, Oakland and Buffalo have picks four through nine. Buffalo fired its entire coaching staff Monday.

Denver and Jacksonville will have a coin flip for pick No. 10.

Miami, San Francisco, Seattle, the New York Giants, San Francisco, Tennessee, Pittsburgh, Atlanta and Houston round out the next 10.

The remaining order will be determined by the finish of the teams in the playoffs.

The draft will be held April 22-24 at Radio City Music Hall in New York.
