The Toronto Blue Jays could be turning to a rival to find a new general manager.

Francisco has extensive experience at the Major League level, both in the scouting and front office departments.

He first joined the Atlanta Braves as an international scout in 1993 and was promoted to Florida area coordinator in 1998. From 2000 to 2002, Francisco served as the club's international coordinator for Latin America before joining the Los Angeles Dodgers as their director of international scouting. He returned to the Braves in the same role before joining the Royals in 2006 as an advisor to the general manager in international operations.

In January, Francisco was promoted to assistant general manager and vice-president of the Royals. Under Francisco, the Royals were able to turn their international operations department into one of the best of the league, developing Salvador Perez and Kelvin Herrera among other prospects.

The Blue Jays have been without a permanent general manager with the departure of MLB Executive of the Year Alex Anthopoulos in late October. Assistant general manager Tony LaCava has assumed the role on an interim basis.
