LONDON -- WADA president John Fahey is "disappointed" with Sepp Blatter again, saying FIFA's top official was wrong to suggest the world anti-doping agency was out to persecute sports stars.

Although the two organizations announced last week they had reached an agreement over the rules for testing players, Blatter said WADA's code effectively accused everyone of doping because it insisted on testing anyone at any time.

"I'm disappointed with Mr. Blatter's statements. Many of those statements were simply wrong," Fahey said Monday after WADA meetings in Montreal. "I have endeavoured to engage with Mr. Blatter and I hope to do so in the next few days."

FIFA has tried to argue that soccer should be a special case in terms of out-of-competition doping tests, because the sport is seasonal and players should be allowed time off without having to announce where they are.

"FIFA has no special concession in the area of whereabouts," Fahey said. "There is no law for FIFA that's different from anyone else."

He said the code would take time to be accepted.

"We acknowledge this particular standard is in its early stages and, like anything in the code, we are always interested in feedback," he said.

"We need to ensure that there is a proper examination of the code that everyone including FIFA signed up to before we start contemplating what should be changed. Let's give it a good run and have a decent test with a proper time factor built in."
