Crasnick says the right-hander was close to signing with the Baltimore Orioles, who offered a two-year contract.
Fiers pitched last season for the World Series-winning Houston Astros, but struggled as a starter, compiling a 4.78 ERA in 148.2 innings pitched and was removed from the starting rotation in September. The 32-year-old finished the season with an 8-10 record with a 5.22 ERA, striking out 146 over 153.1 innings pitched.
