The National Hockey League quickly refuted a report on Monday that said Quebec City was ruled out of the NHL expansion process.

"We will not comment on the substance of our process, which remains ongoing," said deputy commissioner Bill Daly in a statement. "No final decisions have been reached and no recommendation of any kind has been made or communicated by the League Office or the Executive Committee either to the NHL Players’ Association or to the NHL Board of Governors.”

On Monday, former NHLer Georges Laraque said on Montreal radio station 91.9 FM Sport that the NHL Players' Association was informed that Quebec City will not be included in the league's upcoming expansion talks.

Las Vegas and Quebec City have submitted expansion applications, but a decision whether to grant both, either or neither city an NHL franchise does not appear to be imminent. "We're going through an orderly process," NHL commissioner Gary Bettman said back in January. "This is a very important decision. A lot of things have to be considered."

The Quebec Nordiques moved to Denver in 1995, becoming the Colorado Avalanche. Las Vegas has never had a major pro sports team.
