The Toronto Blue Jays have signed relief pitcher David Phelps to a one-year contract with a club option for 2020, according to TSN's Scott Mitchell.

Phelps missed all of last season with a torn ligament in his elbow.

Prior to that the 32-year-old had a 3.40 earned run average and 62 strikeouts in 55.2 innings split between the Miami Marlins and Seattle Mariners in 2017.

The value of Phelps' club option for 2020 is tied to how many innings he pitches this season, per The Athletic's Ken Rosenthal.

Phelps started his career as a starter before moving to the bullpen in 2016.
